Significant Historical Milestones

 1964      - Economic Opportunity Act created Community Action Programs 
 1965        - PPCAA Incorporated as a Colorado Non- Profit Organization
 1967-1973    - Umbrella Agency for Legal Service, Head Start and Neighborhood Youth Corps
 1966    - Established neighborhood centers and advisory councils
 1966-1969  - Originated Welfare Rights organization
 1969   - Provided support for establishment of Hope Coronado Credit Union
 1970    - Fountain Community Center established
 1970-1973 - Developed housing rehabilitation program and Crisis Center
 1971 - Housed the Free Clinic (later to become the Community Health Centers, Inc.)
 1973 - Set up Senior Program and West Side Food Co-op
 1974 - Set up Care and Share, Fountain Community Center re-named to Walt Fortman Community Center
 1975 - Operated community volunteer center
 1977  - Developed oriental outreach program, weatherization/energy assistance program
 1979-1980  - Developed community food-nutrition program and summer food project
 1984  - Re-established as a 501(c)(3) non profit organization
 1985   - Accepted as a United Way member agency
 1986   - Awarded JTPA contract to provide employment and training case management services
 1988   - Began Self-Sufficiency (Transitional Housing) program
 1989 - Norvell Simpson Center established in the Hillside Community Center
 1990 - Transitional Housing Program expanded to two homes
 1991 - Awarded JTPA contract for Fountain to provide employment and training case management
 1992    - Billie Spielman Community Center moved to new facility in the West Intergenerational Center
 1992 - Began rural outreach in Eastern El Paso County with one outreach worker
 1993 - Transitional Housing program expanded to 5 homes
 1994  - Community Center established in Calhan expanding services available to Eastern El Paso County 
 1994 - Transitional Housing program expanded to 6 homes
 1995    - Refocused agency on self-sufficiency mission and case management program is implemented  
 1995 - Purchased first Transitional Housing home 
 1995 - Successfully advocated bus service in Fountain Valley 
 1997 - Purchased remaining 5 Transitional Housing homes 
 1998  - Began Transitions to Independence Program 
 1999 - Sold Transitional Housing homes to Partners In Housing
 2000  - Successfully advocated for and supported establishment of Rural Health Clinic in Calhan 
 2001 - Began Save Up to Step Out (Individual Development Account) Program 
 2002  - Completion of biography of Norvell Simpson, former Executive Director of PPCAA and significant leader & advocate for low-income citizens
